November 16, 2010 - 6:30 p.m.

 

Attendance:  Chairman Dale Beske, Supervisors Jim Lunde, Milt Sperle, and Jeanette Walker, Constable Shawn Hillestad, Treasurer Kim Sime, Clerk Dawn George,Vicki Sperle, Andrew Laundrie, Rodd Wangen, Jean and Mark Hanson, Allen Wikum.

 

1.      Public hearing for review of proposed 2011 budget.  Chairman Beske opened the public hearing.  The proposed budget was reviewed.  The major increase was for the road program.  Beske advised that with the levy limits set by the state and increased costs, it was necessary to exceed the levy limits by $155,000 in order to keep on track with the road improvements and maintenance.  A Budget Projection spreadsheet for the next few years was also reviewed and discussed.

M. Sperle moved to close the public hearing, seconded by Walker; motion carried on a 13-0 voice vote.

 

2.      Beske called to order the special town meeting.

 

3.      Resolution No. 2010-11-2 for electors to exceed the levy limits at special town meeting of the electors.  Motion/second to adopt Resolution No. 2010-11-2 by M. Sperle/J. Lunde; motion carried 13-0.

Resolution for Electors to Exceed the Levy Limits at Special Town Meeting of the Electors

            Whereas, the State of Wisconsin has imposed levy limits under s. 66.0602 of the Wis. Statutes for the tax levies in 2009 and 2010;

            Whereas, s. 66.0602 (5) of Wis. Statutes allows the town electors in towns under 2,000 in population to exceed the maximum allowable levy limit by adoption of a resolution at a town meeting of the electors;

            Whereas, the town board has adopted a resolution supporting an increase in the town tax levy which would exceed the maximum allowable state levy limit for the Town of Rutland;

            Whereas, this Special Town Meeting of the electors has been called and noticed to consider the adoption of a resolution to endorse the town board’s resolution to exceed the state levy limits; specifically by increasing the town tax levy for 2010 (collected in 2011) by _31.66_percentage increase over the last year’s levy;

            Now, therefore, the special town meeting of the Town of Rutland, Dane County, Wisconsin, by a majority vote of the eligible electors voting on this _16th_ day of November, 2010 duly assembled and voting resolves and orders as follows:

            Be It Resolved, the town electors of the Town of Town of Rutland, Dane County Wisconsin endorse the town board resolution to increase the town tax levy for 2010 (collected in 2011) by 31.66 percentage over the past year’s levy, which is an increase of $155,071 over the 2009 town tax levy for a total town tax levy of $644,842 for 2010.

            The town clerk shall properly post or publish this resolution as required by law under s. 60.80 of Wis. Statutes within 30 days of the below noted adoption date.

4.      Resolution No. 2010-11-3 for electors to adopt of the town tax levy to be paid in 2010 pursuant to 60.10(1)(a) Wis. Stats.  Motion/second to adopt Resolution No. 2010-11-3 by Lunde/Sime; motion carried 13-0.

Resolution for Electors to Adopt the Town Tax Levy at Special Town Meeting of the Electors

            Whereas, s. 60.10 (1)(a) of Wis. Statutes authorizes the town electors of a town to adopt the town tax levy at a town meeting of the electors;

            Whereas, a special town meeting of the electors has been called for this 16th day of November, 2010;

           Whereas, the electors after proper notice have at a special town meeting vote authorized the Town of Rutland to exceed the maximum allowable state levy limit;

            Now, therefore, the special town meeting of the Town of Rutland, Dane County, Wisconsin, by a majority vote of the eligible electors voting on this 16^th  day of November, 2010 duly assembled and voting resolves and orders as follows:

            BE IT RESOLVED, the town electors of the Town of Rutland, Dane County, Wisconsin, hereby adopt the town tax levy for 2010 to be collected in 2011 at $644,842.

The town clerk shall properly post or publish this resolution as required by law under s. 60.80 of Wis. Statutes within 30 days of the below noted adoption date.

5.      Resolution No. 2010-11-4 for approval of 2010 highway expenditures in excess of $230,150 (46.03 miles of road times $5000) pursuant to 81.01(3), Wis. Stats.  Motion/second by Walker/M. Sperle to adopt Resolution No. 2010-11-4; motion carried 13-0.

 

6.  Adjournment of town meeting.  Motion/second by M. Sperle; motion carried 13-0.

 

7.  Call to order of town board meeting by Chairman Beske.

     (1) Adoption of 2011 budget.  Motion/second by Sperle and Lunde to adopt the 2011 Budget as

          proposed; motion carried 4-0.

 

8. Adjournment of board meeting on motion/second by Sperle and Walker; motion carried 4-0.
