Town Board Special Meeting
Tuesday, September 8, 2009 6:30 p.m.
Chairman Dale Beske called the special meeting to order. Present in addition to Chairman Beske were Supervisors Lunde, Sperle, Shapiro Hurley, Clerk George, Treasurer Sime, residents John Lutz, Jim Gordon, Carol Rettig, Myron Bacon, and Rick Burkholder.
1. Reconsider chipseal versus blacktop decision for Oak Ridge.
Beske reviewed the balance remaining of the budget allocation for 2009 under road construction. He also noted the projected expenditures that are coming up in 2010 and further.
Several options were discussed including sealcoating the entire road as planned and then paving at least the south portion in several years, sealcoating the north end of Oak Ridge and placing 2, 2 1/2, or 31/2 of paving on the south 2/3 of the road or nothing at all.
Using projected paving costs for 2 1/2 of paving on .68 miles of Oak Ridge Rd. and sealcoating the remaining north .47 miles, Beske projected that there would be about a $25000 shortfall this year.
Beske reported that he had contacted Scott Construction and that there would be no mobilization fee or penalty as long as the town did at least ½ mile of sealcoating.
Myron Bacon noted that we typically replace needed culverts the year before a road is reconstructed. If we use the entire budget for the paving of Oak Ridge, there will be no money left to replace the culverts for next year. He also noted that the Board could consider levying special assessments on the property owners to pay for paving the road. That was done on Mesa Drive in the past. It was pointed out that in that instance, the road was a gravel road going to a paved road. Oak Ridge Rd. was a paved road that was deteriorating on the north end.
Lutz again stated that Oak Ridge has a lot of traffic and felt the Board had not done a traffic study on Oak Ridge to determine the amount of traffic.
Following further discussion, Shapiro Hurley moved, Lunde seconded, to take what is needed (approximately $25,000) from the Brooklyn Fire Reserve account and to send out a request for bids to known vendors for putting a 2 or 2 ½ course on the south .68 miles of Oak Ridge; motion carried 4-0. A second course of 1 or 1 ½ could be added within the next few years when feasible.
Requests for Bids will be sent to known vendors specifying that bids are requested for both 2 and 2 ½ of paving and further specifying that the work shall be able to be completed by November 1st of this year. A special meeting will be held on September 22nd to review bids received.
Sperle moved, Shapiro Hurley seconded to rescind the previous work plan for double sealing the entire 1.15 miles of Oak Ridge and approve double sealcoating only the north .47 miles of the road; motion carried 4-0.
2. Approve expenditure of up to $20,000 for a used replacement vehicle for Oregon Fire/EMS Car 1(Suburban sized vehicle). Sperle moved, Shapiro Hurley seconded to approve the Oregon Fire/EMS expenditure from reserves for the replacement vehicle for Car 1; motion carried 4-0.
3. Consideration and Possible
Decision on Cell Tower Contract. Beske reported that the town attorney
has submitted a revised lease to Verizon which is being reviewed at this time.
4. Gallagher Road ChipSeal. Sperle moved, Shapiro Hurley seconded to approve the expenditure of approximately $3,100 for an additional layer of sealcoating on Gallagher Lane; motion carried 4-0.
Sperle moved, Shapiro Hurley seconded, to adjourn the special meeting; motion carried 4-0. Subsequent to the adjournment, a tentative date of October 15th was set for a budget work meeting.
