Town of Rutland Board Meeting
Monday, March 16, 2009 – 6:30 p.m.
Chairman Dale Beske called the meeting to order. Present in addition to Chairman Beske were Supervisors Milt Sperle, Jim Lunde and Sarah Shapiro Hurley, Clerk George, patrolmen Wethal and Wendt. Absent: none.
1. Discussion and possible action on bids and funding for new truck. New bids
from International and Peterbilt were reviewed in depth.
Sperle moved, Shapiro Hurley seconded, to accept the low bid from Peterbilt for a 340TANDEMPX82010 dump truck for a cost of $81,672.00; motion carried 4-0. Payment of the truck chassis must be made before it is delivered to the awarded body vendor; this is anticipated to be by mid-May.
Shapiro Hurley moved, Lunde seconded, to accept the low bid from Burke Truck & Equipment for the patrol truck package (dump box and plows) for a cost of $55,875.00; motion carried 4-0.
Shapiro Hurley moved, Lunde seconded, to make application to the Board of Commissioners of Public Lands for a three-year loan in the amount of $50,000 to help pay for the truck purchase; motion carried 4-0. The interest rate is posted as 3.5% for a five-year (or less) loan. The worksheet for the application request will be completed by the clerk and submitted to the Board of Commissioners of Public Lands.
2. Discussion and possible action on Fly Dane level of participation in 2009-2010 project. Shapiro Hurley moved, Sperle seconded, to approve the additional cost ($433 over budget) for the 2009 portion of the LIDAR project; motion carried 4-0.
3. Deed Restriction for Petition 10005 to prohibit the storage of explosives to make the rezoning petition effective. Sperle moved, Shapiro Hurley seconded, to approve the chairman signing and recording the deed restriction prohibiting the storage of explosives at the collection center including the cell tower site; motion carried 4-0.
4. Request from DCTA for Town input as to whether DCTA should take a position on ATC issues. DCTA was looking for Town Perspectives on:
1) Should the power line be built at all?
2) Should the power line be run through rural towns, or along the South Beltline to Monona, Madison, Fitchburg and Middleton.
3) If the Beltline route is selected, should the line be placed underground to minimize its impact on the properties near the Beltline?
Shapiro Hurley moved, Sperle seconded, to notify the Dane County Towns Association that Rutland supports the following:
1) (c) The DCTA should take no position on the necessity of the proposed line;
2) (a) The DCTA should support the South Beltline route because the route is the most efficient, least disruptive to farming, and should be
located in urban areas. The Board supported this position the strongest.
3) (a) The DCTA should support undergrounding of the proposed line along the Beltline to minimize disruption to the area around the Beltline.
motion carried 4-0.
5. Adjournment. The meeting was adjourned on motion and second by Sperle and Shapiro Hurley; motion carried 4-0.
