Special Board Meeting

September 22, 2009

 

Chairman Dale Beske called the meeting to order.  Also present were Supervisors Milt Sperle and Jim Lunde, Clerk Dawn George, Treasurer Kim Sime, Wolf Paving representative Randy Howland, Payne and Dolan representative Dennis Moungey, Town residents John Lutz and Carol Rettif, road commissioner Myron Bacon; absent: Supervisor Sarah Shapiro Hurley.

 

The Bids for paving Oak Ridge Rd. were received and reviewed as follows:

Subsequent to the meeting, Frank Bros. provided the following information:

$46.35/ton for 900 tons for the two inch option and 1123 tons for the 2 ½ “ option.

 

Sperle moved to go with the 2 ½” option and authorized the Chairman to go with Frank Bros., at $52,351 provided the estimated tonnage is within 3% of the range of the other bidders; if Frank Bros. are not within the 3% range, the bid will be awarded to the next lowest bidder which would be Wolf Paving at $54,172.80; motion carried 3-0.

 

Road commissioner Myron Bacon presented a proposed 2010 and 2011 road plan to be used for budgeting purposes.  The proposal was to reconstruct Center Rd (Old Stone to Old Stage)(4300 feet)with a 2” blacktop base course and a 1½” surface course.  When the inventory is upgraded in mid October, any culverts to be replaced in 2009 will be determined at that time. 

Bacon estimated that the 2009 cost would be $115,000.  Bacon also recommended that the amount for crackfilling in 2010 be increased to $12,000 because of increased reconstructed roads.

Culverts needing replacement on Windmill Road will be replaced in 2010.

 

Proposed 2011 Work Plan.

Reconstruct Windmill Rd.  Budget estimate is $145,000.  Bacon also noted that in 2011 Oak Ridge Rd. will be reassessed and if the 2 ½” base (.74 miles) and double seal (.41miles) are okay, the town would delay any work on the road until required.

 

Possible road from 2011 out could be the north end of Center Rd., the north end of Sunrise, the north end of Starr School Rd.

 

Bacon also noted that we will need to consider slurry seal on some of the roads that have been reconstructed to extend the investment made.

 

Sperle moved, Lunde seconded motion to adjourn the meeting; motion carried 3-0.
