2009 Board of Review

1.              "The 2009 Board of Review was convened by Town Chairman Dale Beske on June 3, 2009 at 5 p.m.

Due to difficulties with the tape recorder, the proceedings were delayed until 5:10 p.m.    All proceedings were taped.  Present were Chairman Beske, Supervisors Sarah Shapiro Hurley, Milt Sperle, Jim Lunde, Clerk Dawn George, Assessor Jaimie Sutfin, and Town resident Myron Bacon.

 

2.              It was verified that the notice applying to the 2009 BOR has been posted at the Town Hall, the Town of Rutland Collection Center, White Rock Bar and Carter & Gruenewald and published in the Oregon Observer and Stoughton Hub.

 

3.              Select Chairman and Vice Chairman of the 2009 Board of Review.  Chairman Beske opened the nominations for

          Board of Review Chairman.  Sperle nominated Dale Beske, seconded by Shapiro Hurley; hearing no further

          nominations for BoR Chairman, Shapiro Hurley moved to close the nominations for BoR Chairman.   Chairman Beske

          opened the nominations for Vice Chairman.  Sperle nominated Sarah Shapiro Hurley, seconded by Lunde; hearing no

          further nominations for Vice Chairman, Sperle moved, Lunde seconded to close the nominations for Vice Chairman.

 

4.              Verification that at least one member of the Board of Review has received the mandatory Board of Review

          Certification and that the Department of Revenue has been notified.  The Clerk verified that Board members Lunde,

          Shapiro Hurley, Sperle and Beske all were recertified in March 2008 and that the Department of Revenue was notified

          by email on May 16, 2009 of this fact (PA-107).

 

6.       The Board reviewed the assessment roll.

 

7.       The 2009 Assessment Roll was accepted as presented on motion and second by Sperle and Shapiro Hurley; motion

          carried 5-0.  The assessor had signed the assessment roll just prior to the convening of the Board of Review.

 

8.       The Assessor was sworn in by the Clerk.

 

9.       Appearances.

          1)  Myron Bacon appeared at 5:30 p.m. as previously scheduled.  His Objection Form for parcel number 0510-191-

               9031-0 was received by the Board and accepted.  Mr. Bacon was sworn in and gave his testimony        .  Following the

               taxpayers testimony, the Board and the Assessor asked questions of the taxpayer.  The assessor then testified as to

               the values given to the parcel being objected to.  Following completion of the assessor’s testimony, the public

               hearing for Myron Bacon was complete.  Chairman Beske announced that deliberation of the testimony of Myron

               Bacon per his completed objection form (1) would begin.  Following the completion of the deliberations, Sperle

               moved, Shapiro Hurley seconded to close the deliberations; motion carried 5-0.   Lunde moved to sustain the values

               established by the assessor for parcel number 0510-191-9031-0 of Myron Bacon; seconded by Shapiro Hurley; Roll

               call vote was as follows:  Lunde – aye, Sperle – aye, Shapiro Hurley – aye, Beske – aye, George – aye; motion

               carried 5-0.  The values on parcel number 0510-191-9031-0 were sustained.

 

10.            Following the previous appearance, Chairman Beske left (6:15 p.m.).  Vice Chairman Shapiro Hurley assumed the

               position of Board of Review Chair.

 

11.     Adjournment.  No other taxpayers appeared.  Sperle moved, Lunde seconded to adjourn the 2009 Board of Review

         (Sine die); motion carried 5-0.
