RUTLAND TOWN BOARD MEETING
JULY 15, 2008
6:30 P.M.
Chairman Beske called the meeting to order. Also present were Supervisors Lunde, Sperle and Shapiro Hurley. Absent: none.
1. RECEIVE BIGLOW ROAD PAVING BIDS AND NECESSARY ACTION ON AWARDING CONTRACT.
Bids were received as follows: Wolf Paving, $155,118; Payne & Dolan, $164,927.20 (alternate bid of $149,379.29; Frank Bros., $160,802; B.R. Amon & Sons, $144,811.75. Following discussion and review of all bids, Shapiro Hurley moved to accept the B.R. Amon & Sons bid of $144,811.75 pending receipt of the certificate of insurance; second by Sperle; motion carried 4-0. Myron Bacon will be consulted with as to whether we will use E-1 or E-3 paving material.
2. CONTINUE DISCUSSION AND NECESSARY ACTION ON BIDS FOR NEW FURNACES FOR NATURAL GAS CONVERSION AT TOWN HALL, GARAGE AND SHOP.
Paul Proctor presented four proposals for replacement of the heaters/furnaces at the Town Hall and Shop buildings as follows: Footville Heating – base bid of $8750 +$300 for efficiency upgrade = $9050; Tarkenton Heating – base bid of $7250 + est. $1500 for efficiency upgrades = $8750 (lower btu’s); Clark Heating - $7944 + est. $2000 upgrade = $9944; R&A Heating = $15923. Discussion and review of the bids followed as the proposals were not all quoting the same level of btu’s and efficency. Dan White of Footville Heating was present and reviewed his proposal with the Board. Sperle moved, Lunde seconded, to accept the Footville Heating proposal with an upgrade to the furnace for the shop to 90% efficiency (cost $300) making the total for the proposal $9050; motion carried 4-0. White indicated that they could start work on the replacement as soon as Alliant Energy confirms that they will have the lines in place by mid-September before the heating season begins. The proposal also includes a natural gas water heater, disposal of existing equipment and all testing and adjusting.
3. CONTINUE DISCUSSION AND NECESSARY ACTION ON CRACK FILLING BIDS.
No decision was made on the crackfilling bids. Beske would like to get some references from one of the bidders and check on these. Further action will be taken at the August Board meeting.
4. CONTINUE DISCUSSION REGARDING DRAINAGE ON CENTER ROAD.
Patrolman Wethal has taken some readings at various points along Center Road between the Town Hall and CTH A. Discussion held regarding having the town engineer take a look at the information obtained to see about the possibility of ditching along the west side of Center Road. Sperle moved, Shapiro Hurley seconded to authorize the expenditure of up to $2000 to have the engineer take a look at the information and give his opinion; motion carried 4-0. Discussion and review of information and pictures received on several other areas of the town with water drainage problems including the culvert across Hwy 14 at Rome Corners Road. The county will be asked to take a look at this problem.
5. REVIEW AND DISCUSSION ON INFORMATION RECEIVED FOR POSSIBLE COMMUNICATION TOWER ON TOWN PROPERTY.
The Board discussed the draft lease and the survey information that has been received regarding the placement of a communication tower at the collection center. The town attorney has been asked to make a quick review of the lease and comment on it. No response has been received and will be addressed at the August 5th Board meeting if we have received the response then. Included with the survey information was information about the access easements and utility easements that would be necessary. The general consensus of the Board that the easements noted and general location would be agreeable to them. It was also noted that the same procedure that all cell towers are required to follow will be followed in this case even though the Town of Rutland would be the applicant.
6. REPORT ON MEETING WITH DOT REGARDING DRAINAGE ISSUE AT HWY 14 AND BIGLOW ROAD.
Beske reported on some of the items that were covered at the meeting held that morning (July 15th) with the State Representatives, DOT representative and affected property owners.
Sperle moved, Lunde seconded, to adjourn the meeting; motion carried 4-0.
