JOINT RUTLAND TOWN BOARD & DANE COUNTY ZONING & LAND REGULATIONS COMMITTEE MEETING

 

Monday, July 17, 2006 – 7:00 p.m.

 

Agenda:

 

1.  Discussion and possible action on Petitions 9222 and 9223 by Eric Grover.

 

Chairman Dale Beske called the Rutland Town Board meeting to order at 7:00 p.m.  Town Board members present in addition to Beske were Supervisors Milt Sperle, Sarah Shapiro Hurley, and Jim Lunde.  Others present at this time were Bruce Sime (Town Planning Commission member), Petitioner Eric Grover and from Dane Co. Zoning were Commissioner Peter Conrad and John Hendrick. 

As there was not a quorum from the Dane Co. Zoning & Land Regulation present at this point, the meeting of the ZLR committee was not called to order.  After the arrival of Richard Pertzborn and Gerald Jensen, Pertzborn called the ZLR meeting to order.  Co. Supervisor Patrick Miles arrived at 7:10 p.m.  Pertzborn explained that the petitions had been passed by the previous ZLR committee, but when the full County Board addressed the petitions, the Board had referred them back to committee.  The Rutland Town Board had approved the sites in August 2005.  The County Board and new ZLR committee’s concerns centered on the fact that the home sites requested were spread out so much.  They wanted the Board and the petitioner to consider clustering the sites somewhat more.  Chairman Beske reviewed each site that the Town Board had approved and explained the reasoning behind each approval.  Grover also explained his reasoning behind the sites selected.  Following discussion, Grover agreed to make sites “A” and “B” into CSM lots instead of postage stamp rezones and to moved one postage stamp homesite (“C”) next to the requested postage stamp rezone located on the north side of Casara Rd.  This would become a 5.9 acre RH-1 postage stamp rezone capable of being split into 2 homesites.  (The minimum acreage for RH-1 is two acres.)  This appeared to be a compromise that the ZLR committee could live with.  No action was taken by either the Town or the ZLR committee at this time.  If the County Board approves the two petitions as discussed, they would become amended petitions and would be sent back to the Town for approval as amended.

 

Patrick Miles moved to adjourn the special ZLR committee meeting; seconded by John Hendrick; motion carried.

Milt Sperle moved to adjourn the Town Board meeting; seconded by Jim Lunde; motion carried.
